《中国共产党章程》第一章第七条规定:“预备党员的预备期为一年。”对于这一条规定,广大党员干部肯定不陌生。“预备期一年”的规定是怎么来的?为什么设立预备期?现就这两个问题作一定历史考察和梳理。关于党员预备期的规定,最早源自俄共(布)党章。早在1919年3月,列宁领导下的俄共(布)召开第八次全国代表大会,会议审议通过了党章修正案,其中第二章规定,新党员入党,工人、农民预备期至少两个月,其他人至少六个月。这是俄共党章首次对党员预备期作出规
