合理地调整采育关系,实现“青山常在,永续利用”是我省林业建设急需解决的重大问题。目前,有关部门和有关同志都在调查研究这个问题。一九八一年初,国家林业部责成黑龙江省林业总局组成以赵树森、孔金山、宫殿臣付总局长为顾问,以省采运研究所所长高级工程师莫若行同志、省林科院院长曹铁骑同志为正付组长的天然林开发利用技术政策研究组,对我省森林资源现状,实现永续利用的途径和合理经营利用的技术政策,作了调查研究。本刊这期发表的《谈谈黑龙江省森林永续利用的途径和步骤》一文,就是该调研组由周正同志执笔的一份调查报告。这份调查报告所论述的采育关系、产量调整,是我省实现森林永续利用所采取的较为合理的一条技术路线和基本格局。现在的问题是还需要上上下下,各各方面,能把正确的经营方针,合理的经济政策,行之有效的管理制度和一条科学合理地技术路线紧密的结合起来,只有这样才能推动我省林业建设的发展,才能实现“青山常在,永续利用”这一目标。
The rational adjustment of the relationship between the acquisition and the realization of “Aoyama often, sustainable use” is an urgent need to resolve the major issue of forestry construction in our province. At present, relevant departments and relevant comrades are investigating and studying this issue. This issue of the publication of “talk about the ways and steps of sustainable use of forests in Heilongjiang Province,” a text, is the research group Comrade Zhou Zheng authored a survey. The survey report discusses the relations between husbandry and childbirth, yield adjustment, is the province to achieve sustainable use of forests by a more reasonable technical route and the basic pattern. The problem now is that we still need to go up and down. All parties can closely integrate the correct management policy, reasonable economic policies, well-established management system and a scientific and reasonable technical route.
