(试行)为有效利用社会粮食仓储设施,缓解部分地区国有或国有控股粮食企业仓容不足的矛盾,确保国家粮食收购政策落实和政策性粮食储存安全,国家发展和改革委员会、国家粮食局、财政部和中国农业发展银行制定了《租赁社会粮食仓储设施收储国家政策性粮食的指导意见(试行)》,并于2015年4月1日发布施行,以下为《意见》全文。
(Provisional) In order to effectively utilize social grain storage facilities and alleviate the contradiction between insufficient grain storage capacity of state-owned or state-controlled grain enterprises in some areas and ensure the implementation of the state grain procurement policy and the security of policy-oriented grain storage, the National Development and Reform Commission, the State Grain Administration, the Ministry of Finance And China Agricultural Development Bank formulated the Guiding Opinions on Leasing Social Grain Storage Facilities for Storage and Storage of State-Directed Food (Provisional), which were promulgated on April 1, 2015.
