供销社企业实行经济责任制已经多年,但到底应该采取什么样的形式?其内容、方法应以何种为宜?目前还没有一定模式。我认为在供销社纯商业企业实行“百分计奖、工资浮动”的经营承包方式,具有方法简便、概念清楚,指标全面,使用灵活的特点。“百分计奖”是对所有经济指标进行考核,“工资浮动”是联系职工个人的经济利益。因此,经济指标与职工自己的经济利益挂钩,就抓住了责任制的两个中心问题,它的实行,能对企业提高经济效益起到决定性的作用,值得研究和推荐。这种经营承包总的要求是:逐级签订合同,集体实行承包,工资奖金浮动,上级单位鉴证。具体分为二个步骤:
