1 水管理战略目标俄罗斯水管理战略目标主要包括以下几个方面:(1)在保证可持续用水的基础上,为人民和经济建设部门提供可靠的优质用水;(2)恢复并保持水源地(江、河、湖、库及地下含水层等)的生态安全,保证水资源的蕴藏量及质量;(3)保护人民生活和经济部门的生产免受不良水质的危害和影响。俄罗斯还为此战略目标预定了5～10年的
1 Strategic Objectives of Water Management The strategic objectives of water management in Russia mainly include the following aspects: (1) Providing reliable and quality water for people and economic construction on the basis of ensuring sustainable water use; (2) Restoring and maintaining water sources Rivers, lakes, reservoirs and underground aquifers, etc.) to ensure the reserves and quality of water resources; and (3) to protect the production in the people’s livelihood and economic sectors from the harmful and adverse effects of unhealthy water quality.
