近几年来在欠发达地区的部分县乡出现了一个严重的反差现象:干部职工(含教师)的工资不能按时足额发放,且拖欠越来越严重,有些乡镇干部一年多拿不到工资,国务院的调资政策有些地方已好几次没有落实到位了。更为严重的是为了筹集资金办社会公益事业,用行政手段硬扣干部职工工资的现象很普遍,有的一年要扣款2000多元。一面是财政收入年年增长,一面是拖欠和克扣干部职工的工资。出现这种现象的根源在哪里呢?笔者最近深入苏北部分县乡调
