全方位对外开放逐步推进的过程1978年12月党的十一届三中全会以来,我国对外开放从南到北、由东向西逐步推进。现在已形成了全方位、多层次、有重点的开放格局。回顾这一探索开拓进程,大体经历以下步骤:一、实行粤闽特殊政策1979年7月。党中央、国务院批准广东、福建两省在对外经济活动中实行特殊政策和灵活措施。这些政策措施主要是:扩大两省的经济管理权限,增强其经济发展活力;在发展外贸、吸收外资、引进先进技术等对外经济业务上,在国家计划指导下,给两省一定的机动权;国家对两省十年内新增财政收入,大部留给省里安排建设。
The All-round Opening-up Process Since the Third Plenary Session of the 11th Party Central Committee in December 1978, China’s opening up has progressed from south to north and from east to west. Now it has formed an all-dimensional, multi-level and focused opening pattern. Reviewing this process of exploration and development, we generally go through the following steps: First, we implemented the special policy of Guangdong and Fujian in July 1979. The Central Party Committee and the State Council have approved the implementation of special policies and flexible measures in foreign economic activities between Guangdong and Fujian provinces. These policies and measures are mainly: expanding the economic and management authority of the two provinces and strengthening the vitality of their economic development; giving certainty to the two provinces under the guidance of the state plan in developing foreign trade, absorbing foreign capital, introducing advanced technologies and other foreign economic activities; The state added new revenue to the two provinces over the past ten years and most of them left the province to arrange construction.
