《食品卫生法》的颁郁和实施,是食品卫生工作进入科学与法制管理相结合的新阶段。但是,在社会主义初级阶段,面对改革、开放、搞活的新形势,如何深入贯彻《食品卫生法》,对食品卫生实行有效的法制监督管理,这是卫生行政部门和监督机构共同面临的一个急待解决的重大课题,为了寻求解决这一问题的可行途径和方法,我们在一九八七年七至九月食物中毒高发季节,先后两次在市辖范围内实行易地监督执法,现就两次易地监督执法的效果作如下评价讨论。
The presentation and implementation of the “Food Hygiene Law” is a new stage in the integration of food hygiene work into scientific and legal management. In the high season of food poisoning from July to September 1987, we carried out ex-situ supervision and law enforcement twice within the jurisdiction of the municipal government. The following evaluation and discussion were made on the effectiveness of the two ex situ supervision and enforcement.
