编制设计生产工时定额,以便按定额组织生产是设计部门企业整顿,实行经济责任制的一项重要的基础工作。原东北铁五局等单位曾组织力量,进行了大量的定额编制工作。今年以来,结合我所的实际情况,也做了一些房屋设计工时定额的研究和试行工作。在房屋设计中,由于地质、地形、环境、地震烈度、施工条件、使用要求等外界条件的变化,必须在建筑、结构、基础及工艺土建等方面,采用不同的形式和处理方法。因此,即使工程的类型和规模相同,在上述条件不同时,设计工作的繁简,难易和实际耗用工时的差异也很大,这就给编制设计工时定额带来了一定的困难。有时,由于条件相差悬殊,应用标准定额,实感困难。
The establishment of quotas for the design and production of man-hours in order to organize the production according to the quota is an important basic work for the rectification of the enterprises in the design department and the implementation of the economic responsibility system. Since the beginning of this year, in conjunction with the actual situation of our institute, we have also done some research and trial work on the time quota of housing design. In housing design, due to changes in external conditions such as geology, topography, environment, seismic intensity, construction conditions, and requirements for use, different forms and methods must be used in construction, structure, foundation, and process civil construction. Therefore, even if the type and scale of the project are the same, when the above conditions are different, the complexity of the design work will be very different from the actual work hours. This will bring certain difficulties in the preparation of the design time quota. Sometimes, due to the wide disparity of conditions, it is difficult to apply standard quotas.
