查耕牛为恢复和发展农业、增加粮食、繁荣农村经济主要生产工具,过去反动政府不加切实保护,任其宰杀,致造成耕牛缺乏严重现象。解放以来,我省各地仍有随便屠宰耕牛情事,据报仅临川县第二区七、八两月屠宰耕牛竟达六、七十头之多,足见各市县人民政府对保护耕牛尚未深切注意,兹为增加农村生产力,特订定保护耕牛要点,希各市县人民政府应即参照拟具详细保护耕牛实施办法进行普遍宣传,布告周知切贸贯澈,并具报为要!
