最近,苏联掀起了一股创办经济特区的热潮。无论是中央还是地方政府,沿海城市还是边境城市,都根据各自的条件和优势,提出创办经济特区的各种设想,有的已经建立和正在筹建这种开放式的区域经济组织形式。本文想从以下几方面对苏联的经济特区作一剖析。
Recently, the Soviet Union set off a wave of special economic zones. Both the central and local governments, the coastal cities and the border cities have proposed various scenarios for the establishment of special economic zones according to their respective conditions and advantages. Some have established or are planning to establish such an open regional economic organization. This article wants to make an analysis of the Soviet special economic zones from the following aspects.
