改革开放以来，向东部地区倾斜的经济政策使该地区在市场机遇、东西部地区产品交换的条件以及投资分配等方面占据有利地位，拉开了东西部的差距。加快西部地区的发展和缩小东西部差距，政府可实施投资重点向西部地区转移、设立西部开发银行、吸引外资参与西部的开发与建设、比价调整、加快西部非国有制经济的发展等优惠政策
Since the introduction of the policy of reform and opening up, the economic policies leaning to the east have given the region a favorable position in terms of market opportunities, the conditions for the exchange of products in the eastern and western regions and the distribution of investment, opening up the gap between the east and the west. To speed up the development of the western region and narrow the gap between the east and the west, the government may shift its investment focus to the western region by establishing the West Development Bank, attracting foreign investment in the development and construction of the western region, adjusting parity and speeding up the development of the non-state-owned economy in the western region.
