2014年9月,党中央、国务院审时度势,出台了既利当前又惠长远的《关于依托黄金水道推动长江经济带发展的指导意见》,进一步推进长江经济带更好更快地向前发展。课题从税收视角对长江经济带发展进行了深入调查研究,分析了税收服务长江经济带发展面临的主要问题,并在借鉴国内区域经济建设经验的基础上,结合长江经济带发展战略,深入研究支持长江黄金水道建设、上下游产业合作等方面税收政策和征管措施,提出了完善税收政策支持、优化税收服务措施、健全区域财税体制机制等方面的政策建议。
In September 2014, the Central Party Committee and the State Council reviewed the current situation and issued the Guiding Opinions on Promoting the Development of the Yangtze River Economic Belt Rely on the Golden Waterway, which gives both benefits and long-term benefits to the community and further advances the Yangtze River economic belt to move forward better and faster. The subject conducts an in-depth investigation on the development of the Yangtze River Economic Belt from the perspective of taxation. It analyzes the main problems that the taxation services the development of the Yangtze River Economic Belt. On the basis of drawing lessons from the experience of domestic economic construction and combining the development strategy of the Yangtze River economic belt, The construction of the golden waterway in the Yangtze River, the cooperation in upstream and downstream industries, and some measures for tax collection and management. Some policy suggestions on perfecting tax policy support, optimizing tax service measures, and perfecting regional fiscal and taxation systems and mechanisms have also been put forward.
