近几年,烟台经济技术开发区人事劳动和社会保障局充分发挥服务职能,从政策、信息、管理、保障等方面,为下岗职工提供一条龙服务,积极促进下岗职工再就业走向市场化。到去年8月份为止,已有311名下岗职工、1199名改制企业分流富余职工、失业人员通过各种形式重新上岗、就业,城镇登记失业率稳定在0.8%以内。一、提供政策服务,把下岗职工引向市场。1995年以来,开发区管委对21家直属国有经营性企业进行了以产权转让为重点的改革,改制企业的3999名职工就业与分流问题能否得到妥善解决,事关企业改制的成败。为此,他们认真研究制定了《开发区直属企业改制过程中职工分流的试行办法》,一方面鼓励用工单位积极吸纳改制企业下岗职工,另一方面鼓励改制企业下岗职工解除劳动合同,自谋职业或办理失业手续,由人才交流中心实行人事劳动代理。由于政策措施可行,80%的职工被重新组合
