民办高校非营利性的法律定位和公益产权制度,对民办高校的融资形成了法律障碍。为了畅通民办高校融资渠道,实现民办高校融资与资本市场的对接,建议在法律性质上区分营利性和非营利性民办高校,明晰民办高校的产权关系,完善金融法规,为民办高校的融资和发展创造优良的法律环境。
The nonprofit legal orientation and public property right system of private colleges and universities have formed legal barriers to the financing of privately-run colleges and universities.
