在1992年6月联合国召开的环境与发展大会上,与会的几乎所有的拉美国家首脑在发言中都谈到了贫穷与环境的关系问题。总统们普遍认为,环境保护的首要问题既不是臭氧层问题,也不是温室效应问题,而是贫困和经济发展问题;只有战胜了贫困才有望保护环境。由此可见,在拉美当前的形势下,贫困与环境是密不可分的。本文试就该问题进行一些探讨。
At the United Nations Conference on Environment and Development in June 1992, almost all Latin American heads of state spoke in their speeches on the relationship between poverty and the environment. Presidents generally agree that the primary issue of environmental protection is neither the ozone layer issue nor the greenhouse effect issue, but rather the problem of poverty and economic development. Only after it has overcome poverty can it be expected to protect the environment. It can be seen from this that in the current situation in Latin America, poverty and the environment are inseparable. This article tries to discuss some of the issues.
