一、安徽省研究与发展(R＆D)投入的喜与忧 “八五”以来,安徽省认真贯彻党和国家的科技发展总方针,加大了科技投入力度。作为我省科技投入主渠道,地方财政科技经费拨款逐年增长。据统计,安徽省科技三项费用由1991年的0.19亿元增加到1997年的1.04亿元,研究与发展经费投入总额也呈增长趋势。根据对全省自然科学领域研究与开发机构、大中型工业企业、高等院校等统计表明,安徽省科技R＆D经费投入总额从1991年的0.58亿元增加到1997年的5.60亿元,年均增长幅度为45.9％。“八五”以来,R＆D经费投入与同期GDP的比重关系基本稳定,但增长幅度波动较大见表1。

According to statistics of the province's natural science research and development institutions, large and medium-sized industrial enterprises and institutions of higher learning, the total investment in R & D of science and technology in Anhui Province increased from 0.58 billion yuan in 1991 to 560 million yuan in 1997, an average annual increase The margin is 45.9%. Since the “Eighth Five-Year Plan”, the relationship between the R & D expenditure and the proportion of GDP in the same period has basically stabilized, but the fluctuation of the growth rate is larger.
