村级组织是农村组织的基础,是农村工作的落脚点。目前,村干部“流失”现象日趋严重,应当引起各地高度重视。笔者在浙江省嘉兴市某镇调查中了解到,该镇流失的村干部达10人之多,占该镇村干部总数的6.2%。弃职流失的干部有的开办个私企业,有的经商开店,有的从事种养业和农产品营销工作等。据调查,村干部“流失”原因主要以下几个方面:一是任务重,工作难开展。上面千条线,下面一个点,诸多工作落到村干部肩上,特别是难度越来越大的“三上交五统筹”的收缴问题,更是他们感到当村干部是“吃苦头、做对头、无盼头”,从而失去了信心;二是待遇低,报酬难兑现。目前村干部的月工资标准是:村支书、
Village-level organizations are the foundation of rural organizations and the foothold of rural work. At present, the “loss” of village cadres is becoming more and more serious and should be given high priority all over the country. The author learned from a survey in a town in Jiaxing City, Zhejiang Province that there were as many as 10 village cadres who lost in the town, accounting for 6.2% of the total number of cadres in the town.
