“上边千条线,下边一根针。”常常听到基层的同志这样说。我们认为此话形象地说明了目前(其实已经很久)上边头绪太多(更有愈来愈多之势),令出多门,令出频繁,基层同志应接不暇,叫苦不叠的实际状况。仅以一个县而言,副县级以上的官儿就有两三打之多,部委办局单位近百个,几乎都与基层有瓜葛。或管人、或管物,或管钱财,或挟项目,而且谁都有自己的尚方宝剑,谁都要部署、检查、评比,谁都能发号施令,指手画脚,谁都强调关键在领导,谁都在争取基层一二把手的高度重视,至少要摆到两套班子的重要工作
