法律的制定和完善都是一个历史的过程。法治建设将为中国梦的实现保驾护航。自1978年中共十一届三中全会提出“有法可依、有法必依、执法必严、违法必究”的法制建设方针,我国历时三十多年形成了由七个法律部门、三个层次法律规范构成的中国特色的社会主义法律体系。2011年3月10日,时任全国人大常委会委员长的吴邦国同志向十一届全国人大四次会议作工作报告时指出,
