通过对佛开高速公路４标段工程变更原因的分析，说明了项目设计阶段与项目实施阶段对工程投资控制的重要性，同时提出了减少工程变更和控制工程投资的措施．
Through the analysis of the reasons for the change of the fourth section of Fokai Expressway project, the importance of project design phase and project implementation stage to project investment control is illustrated. At the same time, the measures to reduce project alteration and control project investment are proposed.
