1933年9月黄郛为重塑北平权力结构,计划由余晋龢代替东北军背景的鲍毓麟出任公安局局长。东北军视之为削藩信号,积极组织挽鲍运动,其他派系出于权力私欲及政治目的,亦策动风潮扩大。北平军分会代理委员长何应钦为稳固华北局面,主张与东北军妥协,与黄郛领导的政整会之间的矛盾日趋激化。此后又逢日军借口方振武部进入《塘沽协定》规定之非武装区,试图再度出兵华北,华北危机又呈严峻形势。蒋介石为使黄郛尽早北上,缓解日军压力,强令何应钦及东北军让步,然而黄郛认为蒋之支持不足凭借,暗自联络日本关东军,意图引日方为奥援,迫使华北地方军政势力妥协。通过对易长风潮的剖析,不仅可知日本已成为影响华北政局的关键因素,更可窥悉“两会体制”的内部弊端及华北地方势力日趋疏离的症结所在。而黄郛因对中国抗战和蒋介石的支持缺乏信心,冀图挟日自重,此举看似维护了黄郛的政治权威,实则无助于华北内部各类矛盾的解决。
September 1933 Huangpi to restructure the power structure of Peiping, planned by Yu Jin and replace the Northeast Army background Bao Yulin as Public Security Bureau. The Northeast Army regarded it as a signal of cutting fan power and actively organized the campaign to pull the Baltics. Other factions, out of their desire for power and for political purposes, also drove the wave of expansion. He Yingqin, acting chairman of the Peiping Military Branch, decided to consolidate the situation in North China, advocated compromise with the Northeast Army, and intensified the conflict with the political and constitutional conference led by Huang Zhi. Since then, every Japanese army excused Fang Zhenwu into the un-armed zone stipulated in the Tanggu Agreement, trying to send troops to North China again, causing a serious situation in North China. Chiang Kai-shek tried to ease the pressure on the Japanese army and force He Yingqin and the Northeastern Army to make concessions in order to ease the pressure on the Japanese army. Chiang Kai-shek, however, considered Chiang’s lack of support and secretly contacted the Japanese Kwantung Army for the purpose of drawing Japan’s aid and forcing the military forces in North China to compromise. Through the analysis of the trend of easy-going trend, we can see not only that Japan has become a key factor influencing the political situation in North China, but also the crux of internal evils of the “two systems” and the increasingly alienated local forces in North China. The lack of confidence in Huangpi’s support of China’s war of resistance against Chiang Kai-shek and the self-reliance of Japan on the Japanese government seem to safeguard Huangpi’s political authority but in fact do nothing to help resolve various contradictions in North China.
