山西省天镇县3个合作医疗试点乡的筹资实践证明:①只要各级政府重视,做深入细致的发动工作,使群众真正理解举办合作医疗对减轻农民医药费用负担、对缓解因病致贫具有不可替代的作用,群众是愿意接受的。②中央制定的合作医疗筹资以个人投入为主、集体扶持、政府适当支持的方针完全可行。即使特困户也具有筹资潜力,在政府(民政部门)帮助交纳50％基金的情况下,贫困户可以承受另50％的基金。③在贫困地区筹资不能只限于缴纳现

The practice of fundraising in three cooperative medical pilot townships in Tianzheng County, Shanxi Province, proves that: 1 As long as all levels of government attach importance to intensive and meticulous mobilization, the masses truly understand that the organization of cooperative medical care can reduce the burden on farmers’ medical expenses and alleviate the poverty caused by illnesses. It is irreplaceable and the people are willing to accept it. 2 It is entirely feasible for the central government to formulate cooperative medical fundraising based on personal input, collective support, and appropriate government support. Even if the poor households have the potential to raise funds, the poverty-stricken households can afford another 50% of the funds if the government (civil service) helps pay 50% of the funds. 3Financing in poor areas cannot be limited to payment
