党的十四大提出建立社会主义市场经济体制,标志着我国经济管理体制正在进行一次根本性的变革。这就对专业经济管理部门,特别是专业厅局的财务管理部门,提出了一个新的问题,即对企业财务管什么,怎么管,管到什么程度,才有利于企业搞好搞活,才有利于市场经济的发展。陕西省机械工业局作为陕西省的一个专业经济管理部门,既有管理行业职能,又有管理省属企业职能。为了适应改革的需要,我局经调处更新观念,调整、理顺工作思路,较好地发挥了财务管理职能作用。一、工作重点重新定位按照政企职责分开的原则和管理要求,我们重新定位工作重点,逐步实现工作重点的转移。
