城市低保制度作为保障人民对基本生活的最后一道防线,在建立十多年来,取得了一定的成就。但由于一些原因,目前的低保制度还存在许多问题,这些问题都在一定程度上阻止了城镇低保制度的作用的正常发挥,使一部分贫困人民的生活并没有得到很有效的保障。所以本文在分析目前城镇低保制度存在的问题的基础上,提出一些具体的解决方案,使低保制度能够最大限度的发挥其保障作用。
As the last line of defense to safeguard people’s basic living, the urban subsistence allowances system has achieved some success over the past decade. However, for some reasons, there are still many problems in the present subsistence allowance system. All of these problems have prevented the normal operation of the subsistence allowance system in urban areas to a certain extent, and have not effectively guaranteed the lives of some of the poor people. Therefore, based on the analysis of the existing problems of the urban subsistence allowances system, this article proposes some concrete solutions so that the subsistence allowances system can exert its guarantee function to the maximum extent.
