从“潜”人才到“显”人才的过程,是共青团开发企业青年人力资源的定位所在。共青团在服务青年这一极的过程中,要帮助青年树立正确的人才观,帮助青年全面提高业务潜质和处世素质;而在服务企业党委、行政及相关职能部门这一极的过程中,则要帮助企业建立高效的人力资源立体管理模式,不断拓宽用才渠道,大力推荐青年人才走上重要岗位;从而达到重新确立共青团的威信与影响力的目标。
