必须用系统分析的方法,考察和检验当前我国森林资源消耗调查的实践,明确资源消耗与木材消费是两个相关且又不同的概念和层次。我国森林资源消耗的主要问题是存在大量的非法采伐破坏,调查方案应为有利于查清此类消耗进行设计。社会查访调查方法重漏难免且失之粗疏,无偏估测值只有建立“山上”监测体系才能取得。同时进行若干专项木材消费量调查,将有助于分析资源消耗与木材需求间的关联,探究木材的综合利用和合理消费,以最大限度地减少和杜绝非法消耗,保护森林资源。
The methods of systematic analysis must be used to examine and test the current practice of forest resource consumption survey in China. It is clear that resource consumption and timber consumption are two related and different concepts and levels. The main problem of forest resource consumption in China is the existence of a large number of illegal logging damage. The investigation plan should be designed to help identify such consumption. The survey of social survey methods are both inevitable and neglected. Unbiased estimates can only be obtained by establishing a “mountain” monitoring system. At the same time, a number of special wood consumption surveys will help to analyze the relationship between resource consumption and timber demand, to explore the comprehensive utilization of timber and reasonable consumption, in order to minimize and eliminate illegal consumption and protect forest resources.
