继国务院颁布《电力安全事故应急处置和调查处理条例》(以下简称《条例》)后,2011年8月,国资委制定了《中央企业安全生产标准化建设实施方案》,要求央企按时实现评级达标,2011年9月,电监会制定了《电力安全生产标准化达标评级管理办法(试行)》和《电力安全生产标准化达标评级实施细则(试行)》。《条例》调整了事故划分标准,明确了电力企业及其负责人的法律责任和处罚规定。安全生产标准化则以标准化考核评级为抓手,强化了对于电力安全生产全过程的监督管理。

The “Regulations” adjusted the standard for accident classification and clarified the legal liability and punishment provisions of power enterprises and their responsible persons. Standardization of production safety is standardized assessment grasping as the starting point, and strengthen the supervision and management of the entire process of power safety.
