从2001年下半年起,我国将开展对重大建设项目贯彻《招标投标法》的专项检查,依法惩处各类规避招标、虚假招标等违法活动。 目前,在招标投标活动中,存在一些不容忽视的问题:一些项目业主规避招标或搞假招标:招标代理机构政企不分,垄断经营;投标人之间串通投标,采取不正当手段投标,以弄虚作假的方式骗取中标;行政部门直接介入招标投标活动,非法千预项目法人招标自主权;一些地方、部门违法限制或者排斥外地区、外行业投标人。
