人才管理创新,是指人才管理理念、体制、机制和方法的改革与创新。历史和现实告诉我们,只有通过人才管理理念、模式和机制的变革与创新,建立起一整套依据人才价值创造,以市场力量为内在驱动力的人才培养,开发与配置的体制机制和方法,真正实现以人才价值本位机制替代官本机制,才能把人才优势转化为知识优势,科技优势和产业优势。这既是世界强国发展的历史经验,也是我们实施人才强国战略的关键所在。
Talent management innovation refers to the talent management philosophy, system, mechanism and method of reform and innovation. History and reality tell us that only through a series of changes and innovations in the concepts, models and mechanisms of talent management can we establish a set of institutional mechanisms and methods for training, developing and allocating talents based on the creation of talented people and the driving force of market forces. In order to replace the official-based mechanism with the talent-based mechanism, can the talent advantage be transformed into the knowledge advantage, technological advantage and industrial superiority. This is both a historical experience in the development of a world power and the key to our strategy of strengthening our nation through talent.
