结合实践，简要说明了灾害与人类活动及收入水平的关系，着重阐述了洪水对建成区的危害，并提出了在规划设计方面减轻洪水灾害的方法和技术。
In combination with practice, the relationship between disasters, human activities and income levels was briefly described, and the hazards of floods to built-up areas were highlighted. Methods and techniques for reducing flood disasters in planning and design were also proposed.
