“十三五”规划纲要将“行政审批标准化”明确为优化政府服务的重要一环。理清行政审批标准化工作中标准化与行政审批相关法律之间的关系,对行政审批标准化充分发挥其作用十分必要。笔者利用比较分析的方法,对英国、意大利及我国的服务标准化过程中标准与法律的关系进行对比,为我国的行政审批标准化工作提供经验。
“Thirteen Five ” planning outline “standardization of administrative examination and approval ” clear as an important part of optimizing government services. It is necessary to sort out the relationship between the standardization of administrative examination and approval work and the relevant law of administrative examination and approval and to give full play to its role in the standardization of administrative examination and approval. The author uses the comparative analysis method to compare the standard and the law in the process of service standardization in Britain, Italy and our country, and provides the experience for our country’s standardization of administrative examination and approval.
