我国自20世纪90年代初开始引进科技园区以来,经过10年的发展,已经初步构建了现代高新技术产业发展空间,为发展我国的高新技术产业作出了重大贡献。但与此同时,也存在着许多失败的无奈,如建设资金难以筹措、优惠政策互相攀比、园区管理不善、技术创新能力弱等问题。为此,国内很多学者提出了“硅谷,离我们有多远?”、“硅谷是什么与硅谷不是什么”等真知灼见。其中,顾朝林等人关于高技术园区内资本、技术和人才的超流动特性研究、魏心镇等人关于科技园区本质上是高技术小企业集群的地域载体和仇保兴从产业组织角度对入园企业“集群化程度”的研究是比较有代表性观点。但是,他们对流动过程和集群过程均没有深入展开研究。本文在以上研究基础上,试图运用增长极理论,从科技园区最根本的人才流动角度出发,推导出科技园区的成长发展曲线。从理论上进一步加深人们对如何加快科技园区发展的理解。
Since the introduction of the Science and Technology Parks in the early 1990s, our country has initially constructed the space for the development of modern high-tech industries after 10 years of development and made significant contributions to the development of China's high-tech industries. However, at the same time, there are many frustrations such as difficulties in raising funds for construction, comparisons of preferential policies with each other, poor management of the park and weak capacity of technological innovation. For this reason, many scholars in China have put forward such true opinions as “What is the distance between Silicon Valley and ours?” And “What is the Silicon Valley? Among them, Guchaolin and others on the capital and technology in high-tech park super-mobility characteristics of research, Wei Xinzhen and others on the science and technology park is essentially a high-tech small business cluster geographical carrier and Qiu Baoxing from the perspective of industrial organization of enterprises ”Degree of clustering " research is more representative viewpoints. However, they did not study the flow process and the cluster process deeply. Based on the above research, this paper tries to use growth pole theory to deduce the curve of growth and development of science and technology parks from the perspective of the most fundamental flow of talents in science and technology parks. In theory, people should further deepen their understanding of how to speed up the development of science and technology park.
