宣传工作是中国共产党革命和执政工作的重要组成部分。新中国成立之初,社会上谣言肆虐,损害了新政府的形象,造成社会不安情绪;同时,旧势力的影响难以消除,社会管理政策、方针难以贯彻;新的政治认同尚未形成,民众对新政府的社会管理缺乏理解和支持,由此宣传工作就显得格外重要。中国共产党执政后为了强化社会管理,采取了构筑密集的宣传网络,大力发展宣传员制度,通过政治宣传与文化扫盲,将政治使命与实际工作高度结合的措施来提高受众的接受能力和融入度等措施。强大的大众传播网络的构建及其有效运作,使得新政府迅速建立了公信力,有效地缓冲了政权更迭可能发生的社会动荡。宣传工作充当了社会管理工作的润滑剂和推动器,使得新政府能够以低成本、高效率的方式管理基层社会。
