为了开展以节能为中心的技术改造,一九八一年国家计划确定在年度基本建设总规模内,由中国人民建设银行安排一定的贷款,用于重要节能项目。现将有关事项通知如下: 一、中国人民建设银行发放节能贷款的具体办法,原则上按照国家计委、国家建委、财政部制订的《基本建设贷款试行条例》和建设银行颁发的《基本建设贷款实施细则》执行。
