从中国特色社会主义事业总体布局和全面建设小康社会全局出发,党的十六届六中全会作出了《关于构建社会主义和谐社会若干重大问题的决定》。《决定》明确了我国构建社会主义和谐社会的指导思想、目标任务、工作原则和重大部署,成为指导我国构建社会主义和谐社会的纲领性文件。构建社会主义和谐社会,反映了建设富强民主文明和谐的社会主义现代化国家的内在要求,体现了全党全国各族人民的共同愿望。并且,经过长期的努力,我们已经具备了构建社会主义和谐社会的各种有利条件,迎来了构建和谐社会的良好机遇。构建社会主义和谐社会,关键在党。必须加强党对构建社会主义和谐社会的领导,以党的执政能力建设和先进性建设推动社会主义和谐社会建设。和谐社会也是全社会共建的和谐社会,我们不仅要发挥广大党员领导干部在构建社会主义和谐社会中的带头作用和表率作用,同时要鼓励广大人民群众积极参与到构建社会主义和谐社会中来,为实现人类社会这一宏伟目标齐心协力,共同奋斗!
Starting from the general layout of the cause of socialism with Chinese characteristics and the overall situation of building a moderately prosperous society in an all-round way, the 6th Plenary Session of the 16th CPC Central Committee has made the “Decision on Several Important Issues in Building a Harmonious Socialist Society.” The Decision has clearly defined the guiding ideology, objectives, tasks, working principles and major plans of our country in building a socialist harmonious society and has become the programmatic document guiding the building of a harmonious socialist society in our country. Building a socialist harmonious society reflects the inherent requirements of building a prosperous, strong, democratic, civilized and harmonious socialist modern country and embodies the common aspiration of the people of all ethnic groups across the country and across the country. Moreover, after long-term efforts, we have possessed the favorable conditions for building a harmonious socialist society and ushered in a good opportunity for building a harmonious society. The key to building a harmonious socialist society is the party. We must strengthen the party’s leadership in building a socialist harmonious society and promote the building of a socialist harmonious society with the building of the Party’s governing ability and advanced nature. A harmonious society is also a harmonious society co-founded by the entire society. We should not only give full play to the leading role and exemplary role of the majority of party-member leading cadres in building a socialist harmonious society, but also encourage the broad masses of people to actively participate in building a harmonious socialist society.
