After the Korean War broke out, due to unfavorable fighting conditions, the North Korean government urgently requested that China send troops to aid. After careful consideration, the CPC Central Committee decided to immediately send troops to aid DPRK in the name of the Volunteers and appointed Peng Dehuai to be commander of the Chinese People’s Volunteers. Due to the urgency of sending troops, on October 6, Chief of General Staff Nie Rongzhen instructed General Staff Operations Department Minister Li Tao to immediately select a few staff officers and a Russian interpreter in order to exchange information with Soviet military advisers dispatched to China and North Korea
