6月28日至7月5日,安徽省皖南山区、沿江江南普降特大暴雨,其中一次降雨超过500毫米的有610平方公里,皖南黄山市、歙县等地河水猛涨,山洪暴发,农田淹没,城镇进水,人员被困,城镇供水、供电、通讯、公路、铁路、航空全部中断。工农业生产、社会事业、基础设施损失严重。面对严重的洪涝灾害,灾区迅即行动,奋起抗灾,并把抢险救人放在第一位,谱写出一曲曲动人的凯歌。这里记述的是一位人事部门的同志奋不顾身救人的事迹。
