在过去的25年里,政府的职能发生了一些根本性的变化,政府的体制曾经是无所不包,渗透到我们每一个人的日常生活。这些年在向公共政策的趋势中,我们似乎没有走出要改变某些应该管的领域管理不够,一些不该管的领域却一直在参与的泥潭。全球化进程与计划经济体制向市场体制的转变,使我国政府处于双重的变革之中。随着市场经济体制不断完善,曾经无所不包的政府一方面必须交出更多的权力,减少对具体经济行为的干涉,同时转型时期出现的社会变革,要求政府承担更多的责任以减弱社会不公。全球化进程则使这种转型变得更加迫切,要求新一届政府的运作要更有效率,更透明。
In the past 25 years, some fundamental changes have taken place in the functions of the government. The government system was once all-encompassing and infiltrating the daily life of each of us. In the course of the trend toward public policy over the years, we seem not to have gone out of the quagmire in which some areas that we should not manage to change are not managed enough to be changed. The process of globalization and the shift from a planned economic system to a market system have brought our government under double changes. With the constant improvement of the market economy system, once all-encompassing governments must hand over more power and reduce their interference with specific economic activities. At the same time, the social changes that have taken place during the transition period require the government to assume more responsibilities to reduce Social injustice. The process of globalization has made such a transformation even more urgent, requiring the new government to operate more efficiently and transparently.
