生态文明建设有赖于绿色技术的创新、发展,然而更为关键的还在于科技创新与进步的全面生态化。目前我国现有的科技发展与自主创新立法仍停滞于工业文明阶段。文章认为,科技发展与自主创新立法的制定、实施唯有树立生态文明理念,全面引入生态理论及规律,并将科学技术定位成在环境生态功能可承载范围内促进经济、社会全面发展的工具,方能引导科技发展及其自主创新成为生态文明建设的核心推动力。
The construction of ecological civilization depends on the innovation and development of green technology, but more crucially lies in the overall ecology of technological innovation and progress. At present, China’s existing legislation on technological development and independent innovation is still stuck in the stage of industrial civilization. The article holds that the formulation and implementation of legislation on science and technology innovation and independent innovation can only establish the concept of ecological civilization, introduce ecological theory and law in an all-round way and position science and technology as a tool to promote economic and social comprehensive development within the bearing capacity of environmental ecological functions, Only by guiding the development of science and technology and their independent innovation have become the core driving forces for the construction of ecological civilization.
