頃據本府生產部轉來所屬各廠報稱:‘近來有的地方人民政府,直接介紹榮軍及烈軍工屬等,來城市工廠要求工作者甚多。當然在工廠方面如需擴充工人時應當優先吸收,但由於目前各廠經營正在初步恢復,尚未進一步的發展與擴充,廠方實難容納安置,致使來者徒勞往返,怨言載道,對其個人與社會均起不良影響’。爲此,特通知各地政府,希今後對榮軍及烈軍工屬之生產及生活困難等問題,要盡量在當地設法適當照顧,幫助解決,暫勿直接介紹去各地工廠要求工作。如個別工廠擴充工人政府當告其優先錄用。在地方政府得到通知者,或有直接關係,先與生產部門或工廠商洽妥當者;可直接介紹。否則,均當慎重處理,不要直接介紹,以免榮軍及烈軍工屬等往返跋涉,增加不必要之困難,特此通知,希即執行爲要!
