各市人民政府,各县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:省政府同意省旅游局《关于大力加强旅行社建设的意见》,现转发你们,请遵照执行。旅行社是旅游业的龙头,担负着开拓市场、组织客源的重要职能。改革开放以来,我省旅行社发展较快,为全省旅游业作出了积极贡献。但从整体上看,发展仍然滞后,“小、散、弱”问题突出,与旅游业大发展的形势不相适应。培育旅游新型主导产业,旅行社必须率先发展。对此,各级政府和有关部门要高度重视,完善政策,加大措施,推动旅行社行业健康快速发展。二○○一年一月十七日
