一、人事变动风险成因分析(一)彼得风险在彼得原理中,认为员工不断增加的原因主要是因为组织高级主管一味增加效率。这就意味着当这些主管不能胜任现有岗位,并无法改变状况时,为了弥补效率低下的缺陷,他们只好聘用更多员工。这样就使组织中的人数超过了工作的实际需要。(二)裁员风险产生1.法律风险企业应当在一定法律条件下裁员,这种情况下用人单位负责举证裁员的法定条件,且所举证的需满足法律所规定的裁员
