从大量的农民来电、来信、来访中 ,我们选登了以下10封群众来信 ,我们只对来信作了删节 ,没有对来信的真实性作彻底调查。但从编辑部以往的调查资料中显示 ,来信所述现象在农村是时有发生的。来信内容的侧重面不同 ,性质一样 ,共同揭示了当前某些乡村基层干部的缺点和错误。如果综合起来略加分析还可以发现目前某些农村干群之间确实存在着一种矛盾。一方面许多农民的思想观念、法律意识已经得到了转变提高。有的人不但懂法还会用法 ,不少来信摆事实讲政策 ,说得有理有据。这是社会进步农民文化素质提高的标志 ,也是国家近年来努力推进社会主义民主与法制建设的成果。另一方面 ,有的基层干部却显得跟不上形势 ,思想观念没有变 ,工作方法与工作作风依然陈旧且固执 ,既不能以法规律己 ,更不能依法规待人 ,少数人甚至借用党的威望人民赋予的权力 ,反过来侵犯了农民的民主权利与合法权益。解决矛盾的办法是什么?依法治国 ,依法行政———这个全党全国正在大力提倡的治国安民的原则。自然 ,信中涉及的人物绝不能代表我们国家的广大基层干部 ,充其量也只是其中的小部分 ;信中提到的很多事 ,也还够不上是什么要案、大案、重大的恶性事件。但是如果由此便视若无睹听之任之 ,积久蔓延则小患势必酿成大患 ,千里之堤
