当今世界各国在发展科学技术方面的共同特点是,重视科技发展规划、计划的制定与实施,强调国际间的科技交流和科技合作。自80年代以来,国家科学技术委员会按照“经济建设必须依靠科学技术,科技工作必须面向经济建设”的战略指导方针,实现了中国科技工作三个层次的总体布署。第一层次是面向经济建设主战场的工作。主要有国家科技攻关计划、星火计划、成果推广计划、新产品试制计划等;第二个层次是高新技术开发与产业化工作,主要有“863”计划、火炬计划等;第三个层次是基础性研究工作,主要有国家基础性研究重大项目计划等。这一系列科技计划的组织实施,对提高社会劳动生产率、增强综合国力、改善人民生活质量以及扩大国际交流与国际合作都起到积极促进作用,本栏目将陆续介绍中国几个主要科技计划实施的情况。
