从理论上讲,农村社会养老保险制度能否建立取决于二个因素:一是是否有迫切的农村社会养老保险的客观需求,这是建立社会养老保险的必要性;二是经济上是否具有可行性,即社会养老保险投入有无资金保障,这是建立农村社会养老保险的经济条件。本文拟结合中国国情,对我国建立农村社会养老保险制度的必要性和可行性进行具体剖析,以统一思想认识,为建立农村社会养老保险制度奠定坚实基础。
In theory, the establishment of rural social endowment insurance system depends on two factors: First, whether there is an urgent objective demand for rural social endowment insurance, which is the necessity of establishing social endowment insurance; Second, whether it is economically viable Sexual, that is, the social pension insurance investment with or without funding, which is the establishment of rural social pension insurance economic conditions. Based on China’s national conditions, this article analyzes the necessity and feasibility of setting up a rural social pension insurance system in our country so as to unify our thinking and lay a solid foundation for the establishment of rural social old-age insurance system.
