介绍了作为国家人事部人事制度改革试点单位,全方位进行人事制度改革的成功经验:(1)以竞聘制为突破口,推动人事制度全方位改革;(2)新的经济管理模式是人事制度改革的支撑点;(3)分配制度的改革是人事制度改革的立足点。
