人力资源开发水平很大程度上决定着一个国家或地区的经济、社会和生态的可持续发展水平。福建省经济发展不平衡的现状、人力资源分布的明显差异以及人力资源流动性不畅、人力资源教育水平偏低、人力资源信息平台弱和人力资源观念落后等问题,决定实行全省一体化人力资源开发是盘活省内人力资源现量的有效策略。全省一体化人力资源开发模式体现为制定开明的流动政策、提高教育培训的水平、构建完善快捷的信息网络、转变劳动者就业观念以及确立长效的竞争激励机制等。
