党的十四届四中全会决议指出,培养和选拔德才兼备的领导干部是关系全局的重大同题。同时,提出两项重大而紧迫的战略任务:一是必须全面提高现有领导干部的素质,把各级领导班子建设成为坚决贯彻党的基本路线、全心全意为人民服务、具有领导现代化建设能力的坚强领导集体;二是必须抓紧培养和选拔优秀年轻干部,努力造就大批能够跨世纪担当重任的领导人才。
