目前我国存在严重的汽车排放污染,这主要表现在国产汽车发动机技术落后,机内净化水平低,机外净化基本没有,使得中国汽车单车污染排放平均相当于国际同类先进汽车的几倍到十几倍,导致汽车排放成为城市空气污染的主要源头。 国家技术监督局于1999年3月颁布了GB14761-1999《汽车排放污染限值及测试方法》的新国家标准。接着国家环保局、科技部、机械工业局于1999年6月又联合发布了《机动车排放污染防治技术政策》。这两项重要法规明确规定了我国汽车产品排放的总体目标:轿车2000年达到相当于欧Ⅰ标准。所有轻型车(含轿车)2004年前后达到相当于欧Ⅱ标准。重型车相应延迟一年。 为此,提高燃油品质是一个迫在眉睫的关键课题,有关方面应制定一个实施进
